Hoe came to our kitchens from the Koreans of Central Asia and settled on silver carp — a large, meaty fish, fatty enough not to fall apart in a marinade. Large specimens have almost no fine bones, and the ones that do turn up are easy to pull out with tweezers.

The point of the dish is that the fish gets no heat treatment at all: strips of flesh are "cooked" by the acid of the vinegar and by salt over six hours in the fridge. That is why hoe comes out firm and springy rather than soft like cooked fish.

⚠️ And that is why it needs more care than any other recipe on this site. Vinegar, salt and soy sauce do not kill parasites — they change the taste and texture of the flesh but do not make it safe. Silver carp belongs to the carp family, and that is the family associated with the risk of infection from eating raw river fish.

The practical conclusion is simple: a fresh catch straight from the water does not go into hoe. Use fish that has been through commercial blast freezing, or your own after a long spell in the freezer. The exact regimes and durations are set by food safety rules, and those are worth checking rather than taking on trust from a cookery recipe — this one included.

Hoe is not the only way to eat fish without a stove: Whole Spiced Salt Herring does the same with salt instead of vinegar, and the fish is not cooked there either. Heat plus acid is Pike in Onion and Carrot Marinade.

Ingredients

Silver carp steaks — 300 g
Onion — 1
Garlic — 2 cloves
Vinegar 9% — 2 tbsp
Soy sauce — 3 tbsp
Neutral oil — 2 tbsp
Sugar — 1 tsp
Ground coriander — 1 tsp
Korean seasoning mix — 1 tsp
Ground red pepper — 1/4 tsp
Ground black pepper — 1/4 tsp
Salt — 1/2 tsp

Prepare the fish

Scale the fish, open the belly and remove the innards, cut off the head, tail and fins. Rinse and cut into steaks. A reminder: the fish must have been frozen beforehand, not freshly caught.

Take the flesh off and cut it into strips

Separate the steak from the skin and the large bones and cut the flesh into thin strips. Fine bones are easiest to pull with tweezers — in hoe they will not go anywhere, since the fish is never cooked.

Cut the onion and garlic

Peel the onion and garlic and cut them the same way as the fish — in strips. Keeping the cut identical matters: that way everything marinates evenly. For more heat, take more garlic.

Put it in a container

Transfer the fish and vegetables to a lidded vessel. For a small batch a container will do; for a larger one a glass jar is better — easier to shake and the pieces do not break.

Mix the marinade

Combine the salt, both peppers, sugar, ground coriander and the Korean seasoning, then pour in the vinegar, soy sauce and neutral oil. Adjust the heat with chilli.

Pour it over the fish

Pour the marinade over the fish and vegetables. The brine must cover the pieces completely — whatever sticks out above the surface does not marinate but dries.

Six hours in the fridge

Stir, close and refrigerate for six hours, shaking every hour — otherwise the bottom pieces oversalt. For a sharper taste, 8–12 hours, but not longer than a day.

Serve

Transfer to a bowl along with the marinade and serve chilled. Raw fish is not offered to children, pregnant women or anyone with a weakened immune system.

Notes

The cut decides everything. Fish, onion and garlic are all cut the same way — in thin strips. Dice the onion instead and it will not marinate along with the fish and will still taste raw.
A glass jar beats a plastic container. A jar is easy to shake and the pieces keep their shape; in a container they clump together at the bottom.
Shaking every hour is not a formality. The marinade is heavier than the fish and settles; without shaking, the bottom pieces oversalt while the top ones stay bland.
The brine must cover the fish completely. Anything sticking out above the surface does not marinate — it dries out.
Six hours is the minimum; 8–12 give a sharper taste. Beyond a day it is not worth keeping: the vinegar starts "cooking" the flesh too hard and it turns tough.

Who is not served this dish

Children, pregnant women and anyone with a weakened immune system are not offered raw fish — the source says so in its last step, and it is advice worth repeating separately. For a festive table with children present it is simpler to make something heat-treated alongside than to hope nobody reaches for the good bowl.
