The wiki already has three roots. Tackle is what the thing held in the hand is made of. Lures are what works in the water. Methods are what the angler does. This root is about the angler: what they wear, what keeps them afloat, and what can happen to them.

Why This Isn't Part of the Tackle Section

Because the subject is different here. A rod and line are described in terms of the fish: what they transmit to it and what they can withstand. Clothing, eyewear, and flotation devices are described in terms of the person — warmth, moisture, light, and buoyancy. These are different physics and different reasons for choosing, and mixed into one section they turn into a list of products.

What Belongs Here

Clothing and how it holds warmth. Wading gear. Eye, head, and hand protection. Buoyancy and life-saving equipment. Safety on ice, on water, and in a boat. Weather as a threat to a person, not as a factor in the bite. First aid. Ticks and insects. A child on the shore. And fishing adapted for anglers with different abilities.

Why This Root Has a Different Tone

The rest of the wiki describes a choice: what is gained and what it costs. Here, part of the cards describe a consequence that can't be undone. That's why in this root no statement is written without a source, and where the source is a national service, it's named directly.

There Are No Standards or Requirements Here

They differ by country and by service, and the wiki is read in eight languages. A life jacket is mandatory in some jurisdictions and not in others; ice standards differ even between neighboring regions. That's why the cards describe how things work and what signs to act on, and leave requirements to the national service of the country in question.

Where the Root Begins

The first branch is ice safety. It comes first for a reason: the section on ice fishing is already published, and it says exactly one sentence about ice strength — that it's a separate topic. This branch closes that reference.
